This is a pair of Ukrainian socks purchased in Kolomyia. The patterned cuffs are knit of very fine wool which is then grafted to the solid color body. Except for the knitted pattern of the body they are constructed as described by P G-R in her book, "Ethnic Socks and Stockings" and I saw similar socks in several museums in Ukraine.
